An empress's resort that took up surfing
Biarritz was a whaling village until Empress Eugénie came along. In the 1850s Napoleon III built her a summer villa above the Grande Plage, which is now the Hôtel du Palais, and European royalty followed. Then in 1957 a surfboard turned up on the Côte des Basques, and the town has had a second identity ever since. The two get along very well: Belle Époque façades above the beach, wetsuits drying on the balconies.

Grande Plage, Côte des Basques and a market breakfast
Biarritz is compact enough to walk end to end. The Grande Plage is the grand promenade beach, overlooked by the casino and the Hôtel du Palais. A footbridge runs out to the Rocher de la Vierge, where the Atlantic puts on a fine show in a westerly. The Côte des Basques, below the cliffs, is where the surfers gather and where everyone else comes to watch the sunset.
Start the day at Les Halles, the covered market, where the stalls serve oysters and a glass of white wine at an hour the British would consider early. The Art Deco Musée de la Mer is good on a grey afternoon.

Bidart, Guéthary and the road to Spain
South of Biarritz the coast gets smaller and quieter. Bidart has a pretty village square with its own pelota court, and Guéthary, a former fishing port, has an artistic, easy-going crowd and a famous reef break. Saint-Jean-de-Luz, further on, is the most elegant of the Basque ports. Louis XIV married the Spanish infanta in its church in 1660, and its sheltered bay is the calmest swimming on the coast.
Urrugne, close to the border, has the Château d'Urtubie and the coastal path above Socoa. San Sebastián is under an hour's drive, which makes lunch in Spain very easy to arrange.

Farmhouses, foothills and Bayonne
A few minutes inland the surf gives way to rolling green country dotted with white farmhouses. Arcangues is a small hilltop village with a fine church and a golf course, and Ahetze is quieter still. Houses here suit families who want space and a pool and don't mind a short drive to the beach.
Further in are Espelette, its houses hung with drying red peppers in autumn, and Sare, where a little rack railway climbs La Rhune, at 905 metres, for views across the Basque Country. Bayonne, on the Adour, is the region's real city, with arcaded streets, ham and chocolate makers dating back to the seventeenth century.

Piment, pintxos and a long, mild September
Basque cooking is one of the pleasures of a stay here: jambon de Bayonne, axoa of veal with Espelette pepper, grilled fish in Saint-Jean-de-Luz and gâteau basque filled with cream or black cherry. Over the border, the pintxo bars of San Sebastián are an evening's entertainment in themselves.
July and August are lively and warm, and the Fêtes de Bayonne in late July turn the city red and white for five days. September is our favourite month, with the sea at its warmest and the crowds gone. This is the green side of France, so pack a jumper.
